            [post_content] => The three rural extension networks IALB, EUFRAS and SEASN, together with the University of Santiago de Compostela, are organising the International Conference on Rural Extension 2022 in Lugo (Galicia-Spain) from 21-25 June 2022. The conference is trilingual: German, English and Spanish.
Conference theme and focus In rural areas, challenges for farms are increasing: changing agricultural policy objectives, growing environmental demands, out-of-control prices and costs, digitalisation and unexpected events such as the COVID crisis. In addition, problems on farms are increasing as they have to enter new markets and face increasing competition. They also have to deal with problems with employees, family issues or the change of generations, etc. have to be overcome, which may eventually lead to the closure or perhaps even the disappearance of the farms. This is a major challenge because the complexity of the system in which farming activities take place, as well as the fact that people are at the centre of everything, makes the role of rural extension services increasingly necessary and important. It is therefore necessary to strengthen the role of extension workers in the Agricultural Knowledge and Innovation System (AKIS) in general and to improve their links with the other actors in the AKIS, which, together with improving their methodological and technical skills, will be crucial for the future. A central theme of the conference is how to improve innovative knowledge sharing and transfer in rural areas. Rural extension needs to know how to support, promote, network and advise actors in this process in the right way. This is an even greater and more important challenge considering that important issues such as food safety, environmental protection, climate change mitigation and animal welfare depend on its success. Also, from 2023 onwards, the implementation of enhanced cross-compliance, organic schemes and other instruments will require advisors to make additional efforts to implement them properly in order to achieve a smooth transition to a sustainable agricultural system. The conference venue of Lugo is located on the last stretch of the Way of St. James, which many pilgrims walk to find themselves and to reflect on life. Rural extension in Europe is also setting out on its journey: extension workers need to constantly update their knowledge and keep refreshing their skills, which is a major challenge to which this international conference aims to contribute through lectures and presentations as well as debates, workshops and technical excursions to farms and farm product processing plants. The Final Ploutos Event on Policy Recommendations for a Sustainable Agri-food Sector will take place at Copa Cogeca’s premises on 8th of June, 14:30-16:30 CEST.The event will engage with all key stakeholders of the agri-food sector at the EU level, aiming to present “Preliminary set of Policy Recommendations” of Ploutos Project that can support the EC and EU Member States to enable the transition of agri-food value chains towards a Sustainable model. The Ploutos Policy Recommendations (you may find them attached) are focused on two closely linked categories:

·         Policy Recommendations for Rebalancing the Agri-Food Value Chain

·         Policy Recommendations for Enabling the Uptake of Digital Technologies in the Agri-Food Sector

The key objective of this final event is to lead to a clear consensus on which policies to prioritize and define the next steps to eventually shape the final Policy Set to enable the transition of agri-food value chains towards a Sustainable model.In that sense we are looking forward for your participation and contribution in a dialogue to prioritize identified future policies for a sustainable agri-food sector and define the next steps to be implemented. The resulting new realities for agricultural practice and the people working in it call for education and advisory services that are tailored to needs and fit for the future. How this transformation process is taking shape under the general conditions in Saxony will be the subject of the conference. 25 years have passed since the last IALB conference in Saxony. A suitable period of time to take up many an operational development story. Likewise, consulting has undergone a profound transformation. The Saxon State Office for the Environment, Agriculture and Geology, with its extremely wide range of tasks, offers the prerequisites for an interdisciplinary transfer of knowledge in a special way. Accordingly, you can expect a wide range of information as a basis for a lively and interesting exchange at the conference. We want to take this into account by offering a varied Conference Program. The European Mission Soil Week is an annual event aimed at promoting the Horizon Europe Mission 'A Soil Deal for Europe' (Mission Soil) raising awareness about the importance of soil health, and driving action to protect and restore our soils.
The European Mission Soil Week, organised by the European Commission, Directorate-General for Agriculture and Rural Development (DG AGRI) in the context of the Mission Soil together with the EU funded project PREPSOIL and the Joint Research Centre - EU Soil Observatory (EUSO) will be held from 21 to 23 November 2023. The conference will be locally hosted by INIA-CSIC at the central facilities of the Spanish National Research Council (CSIC) in Madrid, Spain, under the Spanish Presidency of the EU Council.
The European Mission Soil Week is a major European gathering that brings together the European soil community. Researchers, policymakers, farmers, foresters, spatial planners, landowners and land managers, businesses, and organisations as well as the general public will meet to discuss the challenges for making and keeping EU soils healthy.
The event will be an opportunity to communicate and disseminate solutions based on the latest research results and innovations for healthy soils. Therefore, the European Mission Soil Week will bring together and mobilise communities to protect and restore soil health.
This first edition of the European Mission Soil Week is particularly significant in the context of the proposed EU Directive on Soil Monitoring and Resilience. The Commission’s proposal was published on 5 July 2023 with the aim to ensure healthy soils by 2050, in close connection with the Mission Soil goals and the support the Mission can provide to reach the objectives promoted by the Directive.
Soil health is high on the EU political agenda. The European Green Deal and other policies recognise soil health as an essential element for achieving their objectives, such as climate neutrality, stopping desertification and land degradation or reversing biodiversity loss. This first edition of the European Mission Soil Week adds momentum to the ongoing efforts to improve soil health and provides a platform to discuss how soil health, related innovation, experimentation, demonstration, monitoring, increased public awareness and citizen engagement through the Mission Soil can contribute to the green transition.
Additionally, it brings together the Mission Soil Ambassadors and the signatories of the Mission Soil Manifesto providing visibility for their engagement and offering exchange and networking opportunities.

Background information

To speed up the twin green and digital transition in agriculture and, at the same time, make sure that it is socially fair and just, it is crucial to have a more skilled and qualified agriculture community, specifically farmers, advisors and the workforce. These actors should be able to learn and acquire new skills in a lifelong journey. Increasing the level of skills and developing new ones is a key outcome of a well-functioning AKIS (Agricultural Knowledge and Innovation Systems). New CAP strategic plans provide several tools through various interventions to foster knowledge exchange and training on innovative approaches for farmers, foresters and advisors; with high potential for increased uptake by and enhanced impact among relevant stakeholders. Nevertheless, there is an ongoing need for the development of new, more interactive and effective approaches in addressing skills shortages in the agricultural sector - within the context of AKIS and the CAP. Against this background, several initiatives are taking place at the EU level. Supported by the European Commission, stakeholders of the agriculture and food industry have established a skills partnership under the EU Pact for Skills. While 2022 has been the European Year of Youth, 2023 is the European Year of Skills. Moreover, under the new CAP, advisors have an increasingly important place in AKIS with their roles in transferring knowledge and innovation, capturing farmers’ needs, acting as innovation brokers, and participating in and sharing knowledge from EIP-AGRI Operational Group innovative projects. Additionally, their expertise is expected to expand to broader environmental, social and economic topics. Therefore, training and upskilling of advisors is necessary for supporting their expanding role within AKIS. For all the above reasons, the EIP-AGRI Support Facility is organising this seminar on skills and lifelong learning for advisory and training service providers for the agriculture sector with a focus on skills and training delivery.

Objectives

The main objective of the seminar is to exchange knowledge and identify good practices for training and advisory services to support lifelong learning AKIS-wide. The specific objectives of the seminar are:
  • taking stock of the existing skills needs which have been identified as important for farmers and farm workers related to the green and digital transitions
  • identifying effective and new training methods and tools for advisors and others to deliver the required skills for the agricultural sector
  • improving the quality and attractiveness of training to agriculture actors including those directly interacting with advisors and training providers (i.e. farmers, farm workers, etc.)
  • building links between stakeholders and EU instruments/projects tackling skills development for agriculture actors (advisors, VET, Horizon Europe, Erasmus+, etc.)
  • supporting EU Member States in delivering knowledge to farmers/maximising CAP SP interventions impact in delivering skills to farmers, i.e. discussing how to use EIP-AGRI Operational Groups as a tool for learning and improving skills of farmers and farm workers
  • brainstorming of research and innovation needs for delivering skills for agricultural actors

The main target groups:

This seminar will focus specifically on advisors and training providers including representatives from vocational education & training organisations. We also aim to include representatives of Managing Authorities whose work revolves around agriculture advisory and training, innovation brokers, representatives from farmer and forester organisations as well as researchers and representatives of EU-funded projects dealing with the theme of the seminar.
